COURSE DEVELOPMENT, STUDENT ADMINISTRATION, AND REGISTRAR SYSTEM (CDSAR). This application was developed for the Air Force's Extension Course Institute now known as the Air Force Institute for Advanced Distance Learning. This work resulted in the award of an $8.1 million contract to a civilian government contractor. The parts to which we contributed were the initial system specifications and developing those specifications into a Request For Proposal, evaluating the proposals, and negotiating with vendors to winnow applicants down to a set of final competitors, evaluating Best And Final Offers, vendor selection, and ultimately working with the contractor to design and implement the CDSAR system.
